Columns where the icon shows the most 'visible people' represent topics of which the target is generally accepted. Same for rows: these are respondent groups generally aligned with the target. Managers will look for the icons with the least visible people to either know where they have to go into a discussion about how to get more support or where to focus their internal communication to sell the target anyhow.
